Because, Saturn is posited in 10 th house in D1, and in Aries in deb state but in Vargottama. 10 th house indicates public working / affairs.

5 th and 10 th Lord Mars in Lagna in Aslesha, Mercury star in neecha state, but again neecha bhanga due to Moon in Kendra

Lagna is in Aslesha , Mercurys star

Mercury is on 3 rd house in Virgo in exaltation in D1 and in lagna in D9 indicating strong communication skills.

In D9 3 rd Lord Jupiter is placed in the 10 th House.

Mars in Lagna gives candidate the courage, aggression required .

Sun in 5 th Rashi - own Rashi along with Jupiter in the 2 nd House gives the assertive correct speech with courage and proper judgement.
